WW2 New Zealand Made Battledress Blouse Badged To Home Guard ?

An interesting 1941 dated battledress jacket, this is New Zealand made and marked as a size 4. The jacket is the standard 1937 pattern with pleated pockets concealed buttons etc. the material is excellent but it does have several moth nips to the rear and a couple to the front but nothing that stands out too much and mostly shows when held up with the light behind it. It has 1 minor repair to the left shoulder.  The original rank insignia is in place as is part of the shoulder insignia, it once had cloth titles and going by the existing insignia was simple Home Guard titles, the insignia left is a blue & brown? Flash over the number 3. Not sure what this all denotes but any info would be welcomed. All original brass buttons are in place and excellent.

Measurements are shoulder to shoulder 16 ½  inches, shoulder to cuff 23 ½  inches, armpit to armpit 20  inches, total length collar to hem 22 inches
